5. Under the circumstances Lord KIMBERLEY is of opinion that if the wealthiest and most populous Colony, viz.: Ceylon, is called upon to contribute £2,700 per annum, the contribution to be asked for from Hongkong and the Straits Settlements should at least not exceed that amount.

2. In reply I am to request you to inform the Lords Commissioners of the Treasury that no decision has been arrived at on this question, in consequence of the letter to you from this Department of the 28th of August 1880 having hitherto remained unanswered.
3. In that letter Lord KIMBERLEY expressed the opinion that the contributions to be asked for from the Straits Settlements and from Hongkong should at least not exceed the amount asked from Ceylon, and His Lordship is awaiting a reply to that suggestion.
